Stand With the Disability Community: Demand Gap Funding for DDD Without Poison Pill Restrictions

This is not just a disability issue.

This is a human rights issue — and it impacts all of us.

People with developmental disabilities across Arizona are facing a catastrophic loss of services due to legislation being considered by the Arizona Legislature that ties critical supplemental funding for the Division of Developmental Disabilities (DDD) to harmful and unreasonable conditions.

These conditions jeopardize protections, limit access, and undermine decades of progress in disability rights. And the consequences?

Individuals without caregiving support and speech, occupational, and physical therapies.
Families struggling to provide support to their disabled loved ones.

And a return to avoidable and expensive institutionalization for Arizona’s most vulnerable residents who can’t live at home without support.

WHY? These bills hold life-saving supports hostage to push a harmful agenda. They:

  • Undermine Medicaid flexibility
  • Strip community protections
  • Cap services regardless of need
  • Drain funding from other essential programs

The legislature must act to provide supplemental funding to cover DDD’s expenses through June 30, 2025 — it must do so without harmless restrictions on future programming that threaten services and support for Arizonans with disabilities.

Whether or not you have a family member with a disability, this moment calls for solidarity.
We can’t go backward by subjecting disabled individuals to institutionalization.

We must find fiscally responsible and sustainable solutions to fund DDD services without harmful conditions.

We must protect home and community-based care.

We must live up to the promise of Olmstead — and build a more just Arizona for everyone.
